Creating an SRO Memorandum of Understanding
In accordance with Acts 551 and 622 of 2021, Arkansas school districts and charter schools that utilize a school resource officer (SRO) are required to enter into a Memorandum of Understanding (MOU) with their local law enforcement agency.
The MOU should be based on a model memorandum created by the Division of Elementary and Secondary Education (DESE) and the Arkansas Center for School Safety (ACSS).

This MOU should include:
(1.) The financial responsibilities of each party
(2.) The chain of command
(3.) The process for the selection of SROs
(4.) The process for the evaluation of SROs
(5.) The training requirements for SROs
(6.) The roles and responsibilities of SROs
If a school district has an institutional police department, a MOU is not required but any public school district with institutional law enforcement officers must adopt policies and procedures that include the same requirements as the model MOU developed by DESE and ACSS.
